RELEASE SERVICES CASE MANAGER

  

OBJECTIVE OF THE POSITION: To provide services including interviewing, verification, case management, monitoring, and treatment intervention planning to clients.  


REPORTS TO: The Post Release Coordinator


DUTIES OF THE POSITION: 

· Interviewing defendants in the Monroe County Jail and/or the courts to assess risk of flight, and clarify criminal justice related information

· Facilitating the release of defendants through making written or oral recommendations to the appropriate court

· Listening to and recording information given in an open court setting regarding defendants and case related information.

· Maximize success of defendants released from the Monroe County Jail into the community by developing and maintaining rapport with clients during all phases of release and by monitoring compliance with conditions ordered by the court.

· Monitor the client’s progress in the course of treatment/Intervention and make appropriate alterations to plans when indicated

· Make collateral contacts by phone or writing for the purpose of verification

· Perform urine screening as needed

· Make accurate and timely reports to the court of jurisdiction on clients’ compliance with conditions, both in writing and, periodically, in person at court appearances

· Maintain accurate and up to date records both manually and on the agency data base regarding client compliance and contracts

· Maintain strict confidentiality of protected information

· Make contact with clients in the Monroe County Jail, when indicated

· Perform any other tasks as deemed appropriate by the administration of Pre-Trial Services Corporation


REQUIREMENTS OF THE POSITION:

· Sitting in a courtroom for up to two hours, broken up with brief periods to interact with defendants, attorneys, or court personnel.  

· Enter information into the agency database and utilize email for notifications.

· Extensive use of the telephone for contacting defendants, collateral contacts and courts.


PERFORMANCE STANDARDS

· Must demonstrate broad cultural sensitivity and a non-judgmental approach to clients

· Must demonstrate skill in identifying primary treatment/intervention needs, such as mental health problems, substance use, or other areas of concern

· Must demonstrate ability to work independently in a variety of settings

· Must demonstrate ability to management multiple tasks competently while meeting deadlines Must demonstrate computer literacy

· Must demonstrate ability to work well in a team environment and to work cooperatively to fulfill the goals of the agency and the program

· Must be able to obtain and maintain a jail pass issued through the Monroe County Sheriff’s Department


WORKWEEK:37.5 hours per week. Must be available for holidays and weekends on a rotating basis.

MINIMUM EDUCATIONAL AND EXPERIENCE REQUIREMENTS:

A Bachelor’s Degree from an accredited college or university in the field of counseling, psychology, criminal justice or social work with one (1) years of full time, paid work experience in the field of social work, criminal justice or counseling

OR

Graduation from an accredited college with an Associates Degree in the above named fields with two (2) years paid, full-time experience in human services/criminal justice.

OR

Any combination of training and experience as deemed equivalent by the Executive Director of Pre- 

Trial Services


STARTING SALARY: $20 - $22/hour plus benefits

SALARY: $20 - $32/hour plus benefits

RELEASE UNDER SUPERVISION CASE MANAGER

 OBJECTIVE OF THE POSITION: To provide treatment intervention planning, case management and monitoring services to clients of Release Under Supervision


REPORTS TO: Post Release Coordinator


DUTIES OF THE POSITION: 

· Monitor defendants released from the Monroe County Jail into the community for compliance with conditions ordered by the court

· Maximize success through developing and maintaining rapport with clients during all phases of release.

· Meet with newly released clients to identify primary intervention needs and risks.

· Develop a plan in conjunction with that client that appropriately addresses both the risks and needs.

· Meet personally and make telephone contacts with clients on a regular basis to monitor compliance to court and/or intervention requirements.

· Monitor the client’s progress in the course of treatment/Intervention and make appropriate alterations to plans when indicated

· Make telephone and personal contacts with defense counsel, judges, district attorneys, courts and jail personnel when needed

· Make collateral contacts by phone or writing for the purpose of verifying compliance

· Perform urine screening as needed

· Make accurate and timely reports to the court of jurisdiction on clients’ compliance with conditions, both in writing and, periodically, in person at court appearances

· Maintain accurate and up to date records both manually and on the agency data base regarding client compliance and contracts

· Develop and maintain cooperative working relationships with all components of the criminal justice system, allied systems, and community based intervention programs

· Maintain strict confidentiality of protected information

· Make contact with clients in the Monroe County Jail, when indicated

· Perform any other tasks as deemed appropriate by the administration of Pre-Trial Services Corporation

· Facilitate educational classes as needed


REQUIREMENTS OF THE POSITION:

· This position requires that the RUS Case Manager walk to and from the Monroe County downtown jail and the Hall of Justice, two blocks away from the agency’s location, up to several times per week. .

· This position requires sitting in a courtroom for up to two hours broken up with brief periods of time to interact with defendants, attorneys, or court personnel. 

· This position requires climbing stairs to access the Hall of Justice and parts of the jail to access clients and the courts. 

· The position requires that the RUS Case Manager be able to communicate verbally and hear responses in noisy environments such as the jail and the courts.

· The RUS Case Manager must be able to enter information into the agency data base and utilize email for notifications.

· The employee must be able to walk from his/her desk to retrieve documents from a central location in the agency and to use the criminal justice record (MoRIS) computer to retrieve such records.

· This position requires extensive use of the telephone for contacting defendants, collateral contacts and courts.

Starting salary: $20.00 - $23.00/hour plus benefits

Salary range: $20.00 - $32.00

COURT SERVICES INTERVIEWER

OBJECTIVE OF POSITION: To interview defendants detained in the Monroe County jail, ascertain the risks, determine the most appropriate recommendation for release and make that recommendation to the court.


REPORTS TO: Executive Director


DUTIES OF THE POSITION: 

  •  Interviewing defendants in the Monroe County Jail and/or the courts to assess risk of flight, and clarify criminal justice related information
  •   Developing rapport with defendants which maximizes the accuracy of the risk assessment
  • Making personal contact with defendants prior to release to explain the conditions of release and program related expectations
  •  Making telephone calls to verify information from references given by the defendant.
  •  Utilizing all the information gathered in the interview process to develop an appropriate recommendation for release based on the risk assessment instrument
  •  Facilitating the release of defendants through making written or oral recommendations to the appropriate court
  •  Making frequent court appearances and verbally communicating information to the court regarding defendants.
  •  Listening to and recording information given in an open court setting regarding defendants and case related information.
  •  Making personal and telephone contacts with defendants regarding conditions of release, court appearances, and other case monitoring issues.
  •  Monitoring defendants’ appearances and assisting defendants in returning voluntarily to the court process if a failure to appear occurs.
  •  Making telephone and personal contacts with defense counsel, judges, district attorneys, court and jail personnel
  •  Maintaining strict confidentiality of protected information
  •  Maintaining accurate and up to date records both manually and on the agency data base on client and case related information
  •  Maintaining cooperative relationships with components of the criminal justice system and allied service providers
  •  Performing any other tasks as deemed appropriate by the administration of Pre-Trial Services Corporation
  •  Utilize computer technology to interview clients and complete job tasks as required


REQUIREMENTS OF THE POSITION:

  •  This position requires that the employee walk to and from the Monroe County downtown jail and the Hall of Justice, two blocks away from the agency’s location, up to several times per day.
  •  This position requires that the employee drive to and from the Monroe County Jail Facility in Henrietta and walk to, from, and throughout that facility to see detained defendants.
  •  This position requires sitting in a courtroom for up to four hours broken up with brief periods of time to interact with defendants, attorneys, or court personnel.
  •  This position requires climbing stairs to access the Hall of Justice and parts of the jail to perform the defendant interviews. In addition, the Interviewer must be able to open heavy doors to gain access to some locations.
  •  This position requires that the employee be able to stand and interview defendants in the jail, the courts and the bull pen behind the court rooms at the Hall of Justice holding an approximately five (5) pound notebook in one hand and writing with the other hand to record defendant responses to the interview questions.
  •  The position requires that the Interviewer must be able to communicate verbally and hear responses in noisy environments such as the jail and the courts.
  •  The employee must be able to enter information into the agency data base and utilize email for notifications.
  •  The employee must be able to walk from his/her desk to retrieve documents from a central location in the agency and to use the criminal justice record (MoRIS) computer to retrieve such records.
  •  This position requires extensive use of the telephone for contacting defendants, collateral contacts and courts.
  •  This position requires varied schedules including some weekend work and holidays
  •  Ability to hold and utilize a tablet sized computer to complete assigned tasks.


PERFORMANCE STANDARDS:

  •  Must demonstrate broad cultural sensitivity and a non-judgmental approach to clients
  •  Must work a rotational work week which includes Saturdays, Sundays, and holidays
  •  Must have strong skills in assessing defendants on multi-faceted levels: drug/alcohol use, mental health problems, life skills limitations, ability to understand and participate in programs, and interest in treatment/services/intervention
  •  Must demonstrate ability to consistently and accurately assess and define relevant information in complex situations and generate multiple options for action
  •  Must demonstrate ability to work independently in a variety of settings and with multiple tasks
  •  Must demonstrate ability to work well in a team environment and to work cooperatively to fulfill the goals of the program
  •  Must be able to obtain and maintain a jail pass issued through the Monroe County Sheriff's Department


WORKWEEK: 37.5 hours per week

Must be available on weekends and holidays on a rotational basis


MINIMUM EDUCATION AND EXPERIENCE:

Graduation from an accredited college or university with a Bachelors Degree, preferably in the field of social sciences, psychology, criminal justice or political science.

OR

Graduation from an accredited college with an Associates Degree in the above named fields, with two (2) years paid, full-time experience in human services.

OR

Any combination of training and experience as deemed equivalent by the Executive Director.

STARTING SALARY RANGE: $19.03 – 21.00/hour

SALARY RANGE: $19.03 – 28.00/hour
